This position is located in the Bureau of Administration, Office of Logistics Management, Office of Logistics Operations, Travel Management and Policy Division (A/LM/OPS/TMP). The Logistics Operations Office provides policy, oversight and professional and technical guidance and support on transportation, travel, and secure logistics issues and practices.
Duties
Undertakes special projects and assignments directly related to the development of long-range plans, policies and programs in support of the Department's travel program.
Performs research into such matters as impact of existing laws, Comptroller General decisions and new or proposed legislation on programs.
Participates as a leader or member of teams studying, planning, and implementing operational aspects of the Department's programs in the travel field.
Drafts and coordinates a variety of correspondence including, but not limited to, instructions, procedures, directives, regulations (i.e., Foreign Affairs Manual) and reports pertaining to travel functional matters.
Prepares reports, proposals for substantive program changes and/or recommends other technical/administrative actions to be taken based on findings.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants applying for the GS-12 grade level MUST have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include:
Managing or participating in managing a travel program involving (1) operating a traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a travel system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other travel services to move organizations personnel, freight, and/or other commodities.
Conducting or participating in conducting surveys and studies of the travel management function, operating methods, procedures, and performance.
Making presentations on traffic matters before Federal, State, or local regulatory bodies.
Performing loss and damage prevention work when this INCLUDED responsibilities such as policy and procedures formulation and studies of traffic operations and services.
Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
Providing advisory service involving commodity analysis from the travel standpoint.
In addition, qualifying specialized experience must demonstrate the following:
Experience developing travel plans applicable to international and domestic shipments for import, export or local moves.
Experience planning and resolving travel issues or problems.
There is no substitute of education for specialized experience for the GS-12 position.
