The Program Support Assistant (OA) position is in the Environmental Management Service (EMS), Veterans Health Administration, Loma VA Medical Center. The primary purpose of this position is to provide administrative support for directing and coordinating administrative activities internal and external to the service. Key functions of the position include, but are not limited to, assisting in strategic planning, maintaining operational data and documentation.
Duties
Duties include but are not limited to:
Provides administrative support for directing and coordinating administrative activities internal and external to service.
Serves as the liaison and provides administrative management for the service and special programs.
Manages facility wide locker program.
Serves as the primary timekeeper utilizing electronic time and attendance functions.
Manages and assigns work orders to the appropriate supervisor to address the cleanliness of the facility.
Assists in training all new staff on policies related to various areas of the service.
Assists in strategic planning, maintaining operational data and documentation.
Receives and responds to administrative inquires from Service Chiefs, employees, patients and contractors.
Coordinates the resolution of regulatory and policy requirements.
Manages contracts on hazardous material disposal, pest control, regular and medical waste removal, widow washing, etc, and other miscellaneous services under the responsibility of the service.
Interacts with employees, supervisors, and medical center staff to accommodate data requirements.
Performs work involving the collection, compellation and/or tracking data and statistical information.
Utilizes a variety of computer-based programs to create spreadsheets, power point presentations and utilizes VISTA specific programs, databased, etc.
Performs work related to the acquisition and/or development of program information and resource materials/personnel to support the policy development and/or technical activities of the organization.
Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing work involving the collection, compilation, and/or tracking of data and statistical information; utilizing electronic time and attendance functions; entering pertinent information into an automated tracking system; overseeing preparation of paperwork required to allow award of contracts; processing receipts, manifests, purchase orders, data and contract information for Safety section, Interfacing and collaborating with larger healthcare system providers including VA and Non-VA agencies, community hospitals, long-term care facilities, and community based programs. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have graduate education directly related to the work of the position.
Proficiency Requirements: In addition to meeting experience or education requirements, applicants for this position must show possession of the ability to type at least 40 words per minute. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Typically the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.
