The Program Support Assistant (PSA) position is at the full performance level and is located in the Veterans Health Administration (VHA), Loma Linda VA Medical Center, Biomedical Engineering Service. The selectee provides administrative support services to the Biomedical Engineering Service and reports directly to the Chief of Biomedical Engineering. The selectee is responsible for a multitude of administrative tasks as they pertain to the Biomedical Engineering service.
Duties
Major duties include, but are not limited to the following:
Develops the need for and maintains an awareness of available resources and makes recommendations to the Chief of Biomedical Engineering Service regarding the distribution or redistribution of these resources.
Maintains budget control records and assures that funds are used in accordance with the operating budget.
Reviews fund requests from within the Biomedical Engineering Service for adequacy, completeness, and conformance with procedural and technical requirements.
Exercises fund control authority and establishes internal methods of control to ensure that funds are used according to operating plan.
Maintains associated files, close-out documents, budget amounts. Utilizes Quicken, Pyramid Analytics, Tableau and other software applications for budgetary tracking and preparation.
Prepares contracting packages and schedules, monitors, and reviews all outside contracted services to insure appropriate, high-quality workmanship in a time frame that meets clinical needs.
Performs evaluations on assigned contracts and reports them to appropriate contracting individuals, Environment of Care committee as well as the Associate Director of Resources.
Enters 2237s (requests for purchase order) for all service contracts, parts, and supplies and one time services.
Maintains supervisor's schedule and arranges for meetings as directed, including making reservations for meeting rooms and notifying all participants.
Utilizes AEMS/MERS for tracking Work-In-Progress (WIP) open issues list for preventive / corrective maintenance statistics.
Prepares timecards for Biomedical Equipment Personnel and serves as a back up timekeeper for other personnel using VA Time and Attendance System.
Administers quality and productivity programs for the Biomedical Engineering Service and coordinates the quality assurance plan for the service with Performance Improvement, Infection Control and Patient Safety programs.
Performs other related duties as assigned.
Work Schedule: Monday through Friday from 7:30am to 4:00pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of the budget procedures, forms, formats, documents, reports and related requirements to compile, organize and maintain an accurate budget for Biomedical Engineering Service.
Detailed knowledge of the structure of appropriation accounts, object classes, and line items of the Service's program and budget to identify and crosscheck the accuracy and completeness of budget estimates prior to submission to the Budget Committee.
Knowledge of requisition procedures, forms and regulations is necessary to maintain the Service's materials and supplies at appropriate levels.
Analyzes the Service's cost and manpower accounting data and to identify changes in usage and allocations related to tasks and services.
Applies analytical techniques to issues or functions related to office administration, knowledge of pertinent regulations, policies, codes and precedents which affect facilities operations.
