You will serve as a MISSION SUPPORT MANAGER (FACILITIES/SUPPLY) in the N4 (Facilities) of COMNAVINFOWARTRAGRU VIRGINIA BEACH VA.

Duties

You will direct, supervise, schedule, and coordinate the operations, maintenance, administration, and management of all facilities throughout the NIWTG enterprise including six facility complexes across four Naval commands. You will conduct continuing research and study designs to improve operating efficiency or economy. You will be responsible for the planning of maintenance work and jobs to be performed; scheduling jobs, materials, and manpower for performance; assigning jobs to supervisors; and for reviewing completed work. You will review the quality, quantity, cost and schedule adherence of work performed by means of reports, discussions, and periodic inspection of work. You will forecast resource requirements, accomplishes programs, and evaluates program effectiveness through inspections, budget controls and management improvement studies. You will inspect facilities to validate existing conditions, determine required maintenance and repair activities, utilization of existing assets, and adequacy of contractual requirements and provides technical advice and instruction. You will prepare documents necessary to obtain contracts for the operation, maintenance, repair, and minor construction of the facility. You will submit requests for projects to NIWTG Comptroller for approval and funding. You will review construction, rehabilitation, alteration and installation plans and projects for compliance with Safety Occupational Health (SOH) and Naval Facilities Engineering Command (NAVFAC) regulations. You will serve as support services program manager for NIWTG and subordinate commands. You will act as a representative of NIWTG at conferences at all echelons with respect to the facilities, telecommunication mission areas and NIWTG capabilities.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Incumbent will be required to travel periodically, both to receive and provide training.
  • Incumbent may be required to carry a cell phone and be on call, unless prior arrangements are made to ensure backup capabilities can be met.
  • Primary need for after-hour services will include workplace monitoring, mishap investigations and emergent facility issues.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Must currently possess a Top-secret clearance with SCI.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Experience inspecting facilities to validate existing conditions, determine required maintenance and repair activities, utilization of existing assets, and adequacy of contractual requirements and provides technical advice and instruction in facility management procedures. Experience preparing documents necessary to obtain contracts for the operation, maintenance, repair, and minor construction of the facility. Experience reviewing construction, rehabilitation, alteration and installation plans and projects for compliance with Safety Occupational Health (SOH) and Naval Facilities Engineering Command (NAVFAC) regulations.
