This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & MRTFB to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Anniston Army Depot is located in Anniston, Alabam.

Duties

Performs a variety of assembly/disassembly operations of explosives. Modifies items by disassembling to remove obsolete, deteriorated, damaged, and contaminated parts or components. Performs packaging and un-packing of munition items, assemblies, complete rounds, and pallets using powered and manual banding equipment. Assists in the demilitarization of conventional and missile explosive components and assemblies. Perform painting, labeling, stenciling, spot painting, and touch up of explosive and nonexplosive material. Operates fuzing, stacking machines, primer presses and tension equipment to seal compartment into complete items. Assures that machine capacities are not exceeded. Uses various types of gages, scales and testing equipment to check alignment, profile, weight tensile strength, continuity and fuse cavities in connection with completing work. Operates a variety of machines, equipment and tools to assemble, seal and coat components. Monitors work in progress and compliance with supervisor's instructions on work sequence, procedures, methods, and deadlines. Assists in performing the destruction of ammunition items and/or loaded components by detonation. Performs control checks to insure electronic components are functional. Lays out material such as all types of loose, boxed, or washed out powders and bulk explosives which include black powder, pyrotechnics, incendiaries. Operates forklift, loading and unloading of munitions. Inspects scrap material for salvage to assure it is free from explosives and contamination.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to obtain and maintain a forklift license.
  • This position is covered by the civilian drug abuse testing program governed by AR 600-85, The Army Substance Abuse Program. Incumbent is subject to random drug testing. Incumbent is required to sign a DA Form 5019.
  • Federal Wage System employees, WG/WL/WS etc., must complete and pass a pre-employment and appropriate annual Depot Medical Examination.
  • This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition.
  • This position has Resource Conservation and Recovery Act (RCRA) Treatment, Storage, and Disposal Facility responsibilities and requires successful completion of training IAW ANAD's RCRA permit.
  • This position requires a National Agency Check and Inquiries (NACI) background investigation.
  • Incumbent is required to complete a DA FORM 7708 (Personnel Reliability Screening and Evaluation Form) per Army Regulation (AR) 190-13.
  • This position requires the incumbent to meet the requirements of AMC-R 350-4, Training and Certification Program for Personnel Working in Ammunition Operations and the requirements of DA PAM 385-64, Ammunition and Explosives Safety Standards.
  • Requires the operation of various sizes and types of Heavy Mobile Equipment (MHE). The incumbent must possess and maintain a valid state motor vehicle license.

Qualifications

Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Explosive Operator ~ without more than normal supervision. WG-06- I have the ability to perform common Explosive Worker duties. I can use common hand and power tools. I have a basic familiarity with explosives and munitions. I follow safety requirements and limits at all times. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. PHYSICAL EFFORT: Incumbent is responsible for shutting off the machine in case of malfunctions. In case of minor stoppage, they may clear or restart the machines. On-the-job assistance is often available from higher grade employees. Employees at this level function with occasional spot checks to assure quality of output. Work requires walking, bending and long periods of standing. Incumbent is required to push and pull items, and frequently lift weights up to 40 pounds. Occasionally may be required to lift weights up to 60 pounds. WORKING CONDITIONS: Work is performed indoors and on unloading docks with cement floors. There is exposure to weather conditions, dirt, grease and noise from conveyor lines. There is possibility of minor cuts and bruises. Wears such protective clothing as safety shoes, gloves, aprons and goggles, if necessary, when sanding. Work assignments involve a thorough knowledge of hazardous material handling, and related activities. Incumbent is required to successfully complete a variety of hazardous material classes. There is a possibility of exposure to hazardous chemicals and fumes from spills and/or leaks and incumbent may be required to wear protective clothing (e.g., rubber boots, coveralls, goggles, aprons, gloves, respirator, hood, etc.). WG-07- I have the ability to perform common Explosive Operator duties. I follow safety requirements and limits while handling munitions; AND I am skilled in operating heavy equipment. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. I have the ability to perform common task including performing the operation of automatic machines and equipment to perform a number of assembly/disassembly operations on explosives; modification and maintenance to a wide variety of conventional and chemical ammunition and components; Perform the destruction of ammunition items and/or loaded components by detonation; Reassemble items by production methods which involve weighing or counting and inserting propelling charges, propellant bags, and pellets into shell casings. I must be able to quickly recognize improper functioning of machine to avoid damage. PHYSICAL EFFORT: Work requires walking, bending, reaching, crouching, standing, sitting and frequent lifting of weights up to 40 pounds. There is pushing and pulling of items and some assignments require the lifting of items weighing over 40 pounds. WORKING CONDITIONS: Work assignments involve a thorough knowledge of hazardous material handling, and related activities. Incumbent is required to successfully complete a variety of hazardous material classes. There is a possibility of exposure to hazardous chemicals and fumes from spills and/or leaks and incumbent may be required to wear protective clothing (e.g., rubber boots, coveralls, goggles, aprons, gloves, respirator, etc.). Work is performed inside and outside. Buildings have some heat but incumbent is exposed to weather extremes when working outside. There is exposure to dirt, dust, grease, mud, rain, toxic agents, fumes and noise from machine, power conveyor and exploding munitions. Incumbent is exposed to possibility of flash fires and explosions, which could cause serious injury, dismemberment or loss of life. There is also possibility of burns, mashed fingers, broken extremities, bruises, sprains and other serious accidents. Wears such safety equipment as shoes, glasses, radioactivity detection badges, goggles, face shield, flameproof coveralls, rubber aprons and respirator as necessary.
