You will serve as a PROCUREMENT ANALYST in the PROCUREMENT GROUP of NAVAL AIR SYSTEMS COMMAND.

Duties

You will advise departments on the preparation and/or development of contract specifications meet contractual requirements. You will create, update, and maintain training guides for new employees including Continuous Learning requirements and the use of the Individual Development Plan (IDP) as a resource to identify and obtain training. You will brief personnel (e.g., management, customers, industry representatives) on the acquisition principles and contract vehicles to provide regulatory and procedural guidance. You will maintain liaison with Administrative Contracting Officers (ACO), Technical Representatives, and Contractors to resolve deficiencies in connection with terms and provisions of contract negotiation, or termination agreements. You will analyze claims, audit reports, unauthorized commitments, and termination proposals in support of contracts. You will document source selection decisions to draft contract details (e.g., agreed upon terms, conditions, special provisions, and negotiated prices).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field C Level 01. Certification is required within 24 months of appointment.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Thorough understanding of procurement policy and regulations; 2) Superior written and oral communication skills and skills in coordinating across the organization to accomplish tasking and ensure mission support; 3) Experience conducting negotiations for hardware sole source major weapons systems contracts with expertise in resolving complex procurement and/or policy issues and making recommendations to the highest levels in the Command (Flag/SES); 4) Superior analytical skills to analyze audit reports, legislative material, regulations, directives, etc., to develop and promulgate effective policy/implementing guidance; 5) Guiding and leading teams and individuals in planning, preparing, and executing assigned work products; 6) Making recommendations on administrative, management and /or policy reform matters.
