The incumbent provides a variety of high-level coordinative, administrative and analytical services to OQR's management as well as the Office Director. Duties

Develops and maintains internal policies and procedures on management/budgetary matters so the Office can effectively carry out its organizational, budgetary, labor/management relations... [Cont'd]... equal opportunity, personnel, and facilities management activities. Assists in the development and execution of office level fiscal year workplans; provides the Office Director with human resource projections necessary to formulate the workplans. Prepares budget justification and budget reports and delivers oral presentations to OQR management. Conducts studies on management issues such as staffing and space, make recommendations for implementation by OQR management. Negotiates with OQR’s Planning and Budget Officer and other SSA components to resolve complex problems, conflicts or misunderstandings involving budget issues and/or organizational concerns. Through the analysis of various management reports and data, identifies trends and problem areas, presenting findings to OQR management and making recommendations.

To qualify for this GS-13 position, applicants must have 52 weeks of specialized experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include: A) interpreting, evaluating, and applying administrative and management policies, procedures, regulations, and functions in one or more of the following areas: budget, personnel management, management information, labor/employee relations, EEO issues, or performance management. **ALL of this specialized experience is REQUIRED and must be explicitly documented/described in your resume or you will be disqualified from further consideration. Qualification requirements must be met by the closing date of this announcement. Applicants for promotion must have 52 weeks at GS-12. Time in grade requirement must be met by the closing date of this announcement.
