The PMF Program was established by Executive Order in 1977 to attract to the Federal service outstanding men and women from a variety of academic disciplines and career paths, who have a clear interest in, and commitment to, excellence in the leadership and management of public policies and programs. By drawing graduate students from diverse social and cultural backgrounds, the PMF Program provides a continuing source of trained men and women to meet the future challenges of public service.
Duties
This position is located in the Executive Office of the President (EOP), Office of Management and
Budget (OMB), Office of the Federal Chief Information Officer (OFCIO). OFCIO sets government-wide policy and drives the federal government's strategic goals in technology, digital experience, artificial intelligence, and cybersecurity. OFCIO is also responsible for implementing and overseeing relevant policies, laws, and federal initiatives. The incumbent serves as a policy analyst, providing increasingly more high-level advice and assistance on a variety of major policy issues.
As a Policy Analyst (PMF), some of your duties may include the following:
Responsible for working with Federal agencies to develop service assessments, conduct
customer experience organizational maturity assessments, and develop action plans to improve the
delivery of their services for the American public.
Work alongside senior Agency accountable officials to identify priority life experiences that
require members of the public to navigate a service(s) across the boundaries of multiple Federal
programs, Agencies, and/or levels of Government.
Assists with improving the Federal government's understanding of our customers, including
designing and leading quantitative and qualitative customer research activities. These activities will
include a focus on involving customers in the work of Government, including increasing access to
public participation to inform the work of Federal agencies and engaging members of the public to
co-design solutions.
Assists in coordinating inter-agency policy development processes builds multi-stakeholder
consensus to achieve broadly accepted recommendations; oversees project plans for government-wide implementation of new policy.

Qualifications
To be eligible for the PMF position, applicants must be a PMF finalist Class of 2024 and applicants must meet one of the following requirements:
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:
For the GS-09 : One year of specialized experience at the GS-07 grade level or equivalent grade level in the federal government or equivalent experience in the private sector:
Applying analytical methods related to program evaluation and the analysis of policy issues to identify significant factors and alternative solutions
Assisting with qualitative and quantitative analysis of financial, fiscal and/or economic issues to make recommendations
Presenting ideas, conclusions and recommendations persuasively and effectively, both orally and in writing.
For the GS-11: One year of specialized experience at the GS-09 grade level or equivalent grade level in the federal government or equivalent experience in the private sector:
Initiating and performing objective qualitative and quantitative analysis of regulations/or policies and/or of economic issues to inform decision-making
Working on a team developing and implementing strategies to improve the effectiveness of regulatory or information policies
Working on a team synthesizing and executing on highly complex analytic issues which result in improvements to regulatory policies and information collection.
For the GS-12: In addition to the experience identified above, applicants must have one year of specialized experience equivalent to the complexity and scope of the GS-11 grade level or equivalent grade level in the federal government or equivalent experience in the private sector with the following:
Drafting and implementing policy or legislation, consolidating and preparing briefing materials to senior policy officials and executives regarding information security programs and initiatives, and familiarity with the Federal budgeting process and program reviews.

EDUCATION SUBSTITUTE: Education must demonstrate the applicant obtained the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered 18 semester hours. Official transcripts will be required prior to a final offer being made.
For the GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
For the GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
For the GS-12: At this level, substitution of education is not permitted.

Combination of Experience and Education
For the GS-09: You have less than one year of specialized experience listed above; and at least one year of graduate education, but less than the required two years. To determine this, you have to compute the percentage and the total is at least 100% . (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify). For the GS-11: You have less than one year of specialized experience listed above; and at least two years of graduate education, but less than the required three years.
