Duties
These positions may fill different types of program areas such as Fuels, Prevention, Training, etc.
Assists in the formulation of annual program budgets, regional/state accomplishment narratives, review, and recommendation of programmatic proposals, supplemental and record keeping of overall program budget.
Serves as senior technical expert and provides high level technical guidance on wildland fire and aviation management activities that affect resource management plans.
Plans and develops regional/state policy and guidance, including establishment of performance standards and specifications for wildland fire management programs on the public lands administered by the Bureau.
Participate with the Fire Management Officers and other top staff members in the formulation and establishment of statewide fire policies and programs affecting firefighter and public safety, and the protection of natural and cultural resources.
Works with interagency and intra-agency wildland fire management cooperators at the state/regional level to develop, draft, and propose mutually effective wildland fire and aviation management policy and standards.
Represents the bureau on various state/regional level interagency working groups, working teams, and committees.
Interpreting, implementing, and recommending changes to policies, procedures, and plans based on advancements in wildland fire and aviation management and safety to attain Bureau objectives and integrate with other agencies.
Advanced knowledge of wildland fire management, aviation management, and Incident Command System (ICS) concepts, principles, laws, and regulations, to develop or recommend substantive program changes or alternative courses of action.

Qualifications

At the GS-12 Level: One (1) year of specialized experience equivalent at the next lower grade (GS-11) in Federal service. Examples of specialized experience include but are not limited to: experience in leading a single program area, such as aviation, fuels management, fire operations (station), fire planning, forestry or emergency stabilization and rehabilitation, fire prevention, or mitigation and trespass; experience advising high level management officials on fire management planning at the district or state level or equivalent; reviewing wildland fire preparedness actions and operating plans; evaluating, coordinating, directing and implementing policy to support wildland fire management programs and operations; familiarity with budget formulation and expenditure of funds.
This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work is primarily sedentary; however, some physical exertion on fire line site visit assignments is required. Walking on rough, uneven terrain, long periods of standing, and exposure to extreme heat, smoke, and temperatures is required.
Work Environment: Work is normally performed in an office setting. During the wildland fire season, field work may involve high risk exposure to potentially dangerous situating or stress; work environment involves occasional exposure to moderate risks and discomforts which usually require protective equipment to be worn. Exposure to risks such as wildfire, heat, smoke, falling rocks and trees, etc., are part of the job during wildland fire season.
Education
This position falls under the Wildland Firefighter Series, 0456. There are Individual Occupational Requirements (IOR) for this job series.
There is no substitution of education for experience at this grade level.
