Duties
Manage the Medical Treatment Facility’s Data Quality Management Control Program (DQMCP) which crosses a broad spectrum of functional boundaries and to develop and implement programs or techniques to improve data quality practices.
Study the structure and/or functions of organizations with interrelated work processes to improve Data Quality processes, maximize resources utilization, resolve substantive issues of moderate scope, and propose solutions for identified shortfalls.
Plan and conduct comprehensive analytical studies of assigned organization(s) or significant segments of several major management functions to develop improvements in operating efficiency.
Use advanced knowledge of the rules, regulations, and guidance covering data quality along with various analytical techniques to verify proper collection and coding of workload, financial accountability, and performance data.
Serve as the organization’s subject matter expert for development and implementation of programs and projects that focus on improving/correcting business practices.
Independently develop graphical presentations of statistical data, as well as composite material involving data and other types of material for briefings, studies, publications, and routine reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position requires the incumbent to have tuberculosis testing.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes assisting with the development of data quality improvement processes; gathering data from automated systems (i.e. MHS Genesis); and analyzing and interpreting data quality metrics. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
