Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. The Insights and Data Solutions Division is responsible for directing a program that involves advising on, planning, developing, and evaluating vital business intelligence, artificial intelligence, visual analytics, and multi-domain participant data management program and policy initiatives related to EXIM's loan, loan guarantee, and insurance programs for EXIM. At the full performance level, duties include, but are not limited to: (for multiple graded positions) With moderate oversight and direction, conducts research on key EXIM data warehouse and reporting databases and data integrity issues associated with each including: a) establishing procedures to pursue inquiries and corrections to data; b) interpreting cross program reports for management decisions; c) coordinating with financial, business, and operational units in evaluation of requirements that support enhanced reporting; and d) reviewing results from moderately complex business analytics models to make recommendations for key decisions on EXIM portfolio planning strategies. Collaborates with team, colleagues, other managers, other subject matter experts, and key contractors across the organization to identify and authoritatively resolve gaps in data collection and issues with data quality/reliability. Collects and organizes key performance metrics or other quantitative or qualitative data and provide support in creating coherent formats for executive leadership and all other stakeholders/customers. Uses data to develop strategies and programs to institutionalize program analysis and evaluations.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-11 You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-09 level in the Federal Government. Specialized experience includes: Experience participating in the development, implementation, and execution of data management and reporting processes; Experience developing data standards and implementing measures for the assessment and improvement of existing data management processes, policies, and systems; AND Experience working collaboratively with other internal or external data partners (IT, business users, etc.). OR If you are substituting education for experience to qualify for at this level, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or a Ph.D. or equivalent doctoral degree. OR If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level. GS-12 You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal Government. Specialized experience includes: Experience participating in the development, implementation, and execution of data management and reporting processes; Experience developing data standards and implementing measures for the assessment and improvement of existing data management processes, policies, and systems; Experience working collaboratively with other internal or external data partners (IT, business users, etc.); AND Experience using Oracle Business Intelligence Tools or equivalent to manage data, query and report information; Education cannot be substituted for experience at the GS-12 grade level.
