The primary purpose of this position is to act as the Subject Matter Expert (SME) by providing integrated and enterprise management advice for special projects.
Duties
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Reviews organizational missions, functions and manning to effectively provide guidance/assistance to integrate mission programs and workload management objectives with manpower resources. Provides recommendations for optimum utilization of resources in overarching enterprise management such as Workload Transition and Divestiture initiatives, Program Objective Memorandum planning, Portfolio Review data, Hiring Plans, and special projects and programs as needed. Conducts meetings with other personnel as required to integrate activities in the accomplishment of specified objectives. Determines what and where deficiencies exist and recommends corrective action to ensure that approved administrative procedures are effectively implemented and adhered to. Renders assistance and provides technical guidance in resolving problems of implementation and accomplishment. Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements. Researches, interprets, analyzes and applies established guidelines, policies, regulation to provide analysis metrics to ensure actions are timely and reviewed at critical points. Follows up to ensure complete resolution of any discrepancies or provide clarification of data. Coordinates with other organization managers and customers as appropriate and appropriate staff offices to ensure all major areas of concern are covered by planning and programming documents. Monitors and tracks all projects to completion.
Prepares and presents briefings to upper-level management.
Plans, conducts, and coordinates special studies and projects. Collects, reviews, evaluates and Interprets data to provide analysis and reports to various levels of management. Acts as tactical planning liaison between other external offices, centers, and commands connected with project support. Participates in special projects and initiatives assuming leadership as required and performs special assignments. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Maintains study results in appropriate data systems. Conducts periodic reviews to validate study results.
As SME for a multitude of disparate topics, is responsible for the development of plans, goals, strategies and metrics for the organization. Ensures the organization's polices, concepts and procedures are communicated to others and integrated into their objectives. Analyzes, develops and evaluates issues, and then develops recommendations to resolve substantive problem/issues in support of real world and exercise operations. Collects and analyzes schedule and performance data to determines impact on mission goals/objectives. Analyzes impacts, coordinates requirements with in the organization; develops and implements plans to ensure compliance with Air Force objectives. Reviews, prepares and presents briefings.
Provides advice and guidance. Reviews, accepts, changes, or rejects their work as appropriate. Discusses work improvements. Creates and maintains productive relationships with co-workers, supervisors, management analysis, higher echelons, and personnel from other organizations. Recognizes priorities established by higher management, organizes to meet suspense's, and accepts full responsibility for work. Aids in overseeing priorities of lower graded personnel. Develops and maintains personal and professional skills, knowledge, and abilities. Adheres to appropriate security directives and safeguards classified information in the performance of duties requiring access to classified information. Develops, prioritizes, and implements plans to accomplish mission requirements. Determines the impact of project changes, schedules, on project operations and deliverables. Develops and implements strategies, and formulates and negotiates compromises to accomplish organizational mission support.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of closing this announcement, at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or program principles, concepts, policies, and objectives on challenging and highly complex projects/programs.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of or the ability to quickly understand the overall mission, its major organizational relationship, its relationship with other programs, and its relationship to the mission as a whole.
2. Extensive knowledge and skill in the ability to interpret and integrate multiple inputs associated with numerous data call takings involving information into concise responses using analytical and evaluative techniques.
3. Expert skills in conducting discussions and meetings with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
4. Ability to communicate effectively both orally and in writing; negotiates complex issues, and maintains good working relationships.
5. Ability to access or locate information through the use of a personal computer and software programs.
6. Knowledge of and ability to apply analytical and evaluative methodologies to measure effectiveness, efficiency, and productivity of implemented and proposed policies, and procedures.
7. Knowledge of security, safety, fire, health, and environmental requirements and guidelines.
8. Ability to plan, organize work and direct team to meet deadlines.
