THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-0018-12 SAFETY AND OCCUPATIONAL HEALTH MANAGER (TITLE 32), Position Description Number D0702000 and is part of the MO State Aviation Office.
APPOINTMENT FACTORS: This position is a Temporary Promotion vacancy NTE one year in the Excepted Service. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW
Duties
Manages an ARNG Safety Program, which includes Ground Safety, Occupational Health and Industrial Hygiene programs.
Plans, organizes, and evaluates various Safety, Occupational Health and Industrial Hygiene (SOH and IH) programs involving heavy/light equipment and vehicle maintenance, supply and ammunition storage, and fire prevention.
Plans, organizes, and evaluates various Safety, Occupational Health and Industrial Hygiene (SOH and IH) programs involving range certification, combat and tactical training, and administrative activities.
Implements public law mandated programs impacting a significant number of civilian and military employees working in structures used for various levels of administration, supply and maintenance functions.
Analyzes psychological and physiological factors affecting safety, occupational health and industrial hygiene management to devise control measures that eliminate environmental hazards and reduce human error.
Plans and directs special occupational health/industrial hygiene studies based upon validated need or detected variance from established standards.
Ensures SOH and IH staff visits are conducted in conformance with applicable policies, standards and criteria.
Provides professional support to managers and supervisors for the elimination or control of unsafe conditions and environmental factors.
Evaluates and analyzes accident frequency, cause data, accident reports, safety survey reports, unit operations, and other activities having a direct impact on accident prevention.
Directs countermeasure programs to correct unsafe procedures or conditions.
Develops procedures to evaluate the effectiveness of countermeasure programs.
Coordinates hazard abatement issues with key staff personnel and appropriate agencies.
Reviews overall state training plan to ensure that practices and procedures that minimize accident risk are incorporated into military training operations and tactical exercises.
Maintains extensive contacts with internal and external organizations (design review, state, and county) and higher authorities that have many different and often conflicting requirements.
Reviews engineering plans to verify that alteration or construction is in compliance with public law, applicable standards and guidelines.
Plans and assigns work to be accomplished by subordinates. Sets priorities and prepares schedules for completion of work.
Performs other duties as assigned.
Requirements

- Selected individual will return to their former position when the temporary promotion is terminated.

- This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement.

Qualifications
MILITARY REQUIREMENTS: Since the position is temporary in nature, the compatibility requirements will be waived for a period of time not to exceed one year. Selecting official must verify that selected individual is currently assigned to a military unit in the Missouri National Guard and that the selection does not create grade inversion.
Maximum Military Grade - LTC (O-5)
Minimum Military Grade - Officer: 2LT (O-1) Enlisted: E-9 (SGM) with date of rank on or before 18 January 2024
Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion).
GENERAL EXPERIENCE: Must possess one year of experience that demonstrates knowledge of work processes, methods, techniques and procedures to detect and correct unsafe conditions in diversified environments, e.g., aircraft maintenance/flight line operations, civil engineering, motor vehicle maintenance, contractor operations, and explosives handling and storage; knowledge of construction standards, methods, practices, techniques, materials, equipment, and utility systems sufficient to evaluate compliance with construction safety standards and devise innovative hazard control measures applicable to new building construction and industrial modifications; and experience in conducting studies and/or inspections of activities to evaluate and determine regulatory compliance.
GS-12 Specialized Experience: Must possess 36 months of specialized experience that demonstrates sufficient knowledge to perform industrial construction standards, methods, practices, techniques, materials, equipment, and utility systems sufficient to determine compliance with building safety standards and devise hazard control measures applicable to airport ground facilities and supporting industrial shops. The specialized experience must also demonstrate knowledge of psychological and physiological factors sufficient to develop a ground aviation safety education activity for supervisors and employees, to motivate maintenance personnel to apply safe working practices and to persuade supervisors to accept changes or modifications where required to achieve a safe working environment; performs safety and occupational health principles, practices, procedures and standards applicable to a full range of complex safety and occupational health management responsibilities at a military aviation installation and requiring the planning, organizing, directing, operating and evaluation of a safety and occupational health program related to ground aviation, industrial and marine operations; and performs aviation maintenance work processes and support equipment, airport ground operations, facilities and runway maintenance techniques, and industrial work processes.
Must have completed GSOC or ASOC.
Education
This job does not have a qualification requirement that allows substitution of education for specialized experience.
