This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA-Joint Service Provider.
Duties
Serves as a first level supervisor, as the Chief of the Services Branch and Senior Acquisition Planner. Assigns work to subordinates based on priorities and difficulty.
Plans, designs and conducts analyses of complex plans, programs and projects in the area of service acquisitions and management.
Evaluates budget proposals, acquisition plans, and provides technical advice to program and project personnel. Builds/manages workforce based on organizational goals, and staffing needs. Manages a multi-sector workforce and a variety of work.
Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
Mastery of Acquisition regulation, policies, and procedures. Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Manages a multi-sector workforce and a variety of work situations.
Writes in a clear, concise, and convincing manner for intended audience; expresses information effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations.
Requirements

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Must be able to obtain/maintain Top Secret/SCI security clearance.
- This is a drug testing position.
- This is a supervisory position.
- The incumbent must obtain Acquisition certification in the Program Management Functional Area at the Advanced Tier 2 Functional Tier within 48 months of entry into this position.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: serving as an acquisitions program manager, responsible for the planning, design and completion of complex projects; briefing senior leaders regarding risk assessments analysis and budget expenses; and providing authoritative advice to program and project personnel during all phases of assigned program.
