This position is located within the Finance Department of the VA Black Hills Health Care System in Fort Meade, South Dakota. The primary purpose of this position is to manage the formulation, preparation, justification, and execution of the budget for the health care system.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Oversees the daily operations of the budget department, ensuring organizational policies and priorities are followed in accordance with underlying concepts of Appropriations Law; Prepares the facility's annual budget plan by employing a wide scope of analytical devices including analysis of historical patterns and cost benefit/trend, account and salary projections, data retrieval, etc.; Reviews, edits and consolidates annual and multi-year budget estimates for assigned organizations and Manages funds distribution from multiple appropriations; Develops and maintains data tracking methodology to provide essential information regarding fun control point spending, utilization and workload; Identifies ineffective or underperforming programs and recommends reprogramming of funds; Prepares cost benefit analyses to aid in allocation or redistribution of funds; Reviews, analyzes, revises and recommends approval/disapproval or changes to budget requests and justifications; Serves as the facility point-of-contact for all budgetary reports required; Makes financially responsible recommendations on new and existing contracts and agreements by analyzing cost data received; Provides technical and administrative supervision to the budget department staff to include developing performance standards, evaluating performance of subordinates; providing advice, counsel, and instruction to employees; effecting minor disciplinary measures; interviewing candidates for positions, making recommendations for appointments, promotions, reassignments, etc.; and identifying and providing training to staff; Performs other related duties as assigned. To qualify for this position, all applicants must meet the following requirements: Selective Placement Factor: This position includes a selective placement factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective placement factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The selective placement factor for this position is: "Do you possess experience with utilizing various financial software programs/systems and data analytics tools (i.e. Microsoft Power BI, etc.) for the purpose of analyzing budget data, performing cost analyses and developing budget reports?" ~AND~ Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Typically, this work would be found within the fields of finance, budget and/or accounting; provided knowledge of, and skill in applying, budget and finance principles, practices, and methods of budget execution and knowledge of organizational structure, programs, and work methods sufficient to provide advice to staff members and management. Specialized experience includes examining budget estimates for completeness, accuracy, and conformance with procedures and regulations; analyzing budgeting and accounting reports; overseeing budget expenditures; preparing financial analyses comparing actual costs incurred; preparing reports. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary with some light exertion related to walking to and from meetings, lifting light books and papers to various worksites.
