This position is in the VISN 23 Black Hills Health Care System, Fort Meade, SD, Finance Service Line. The primary purpose of the Supervisory Budget analyst is to manage the formulation, preparation, justification, and execution of the budget for the facility Health Care System (HCS).

Duties

Prepare the facility's annual budget plan in a timely and accurate manner by employing a wide scope of analytical devices that include analysis of historical patterns, cost benefit and trend analyses, operating accounts and salary projections, data retrieval from a variety of sources, and interviews with program managers and subject-matter experts. Performs duties in compliance with Federal Appropriation Law Responsible for the management of funds distribution from more than ten appropriations that are made up of funds that are good for 1,2,3, or 4 years before expiration, funds that do not expire and donation funds. Develops and maintains data-tracking methodology to provide a pool of essential information about Fund Control Points (FCP) spending, utilization, and workload. Develops and maintains computer programs relating to all aspects of personal services costs, FTEE levels and budget execution. Ensures each program has a funding level that is adequate but, not excessive for its needs. Serves as the facility point-of-contact for all budgetary reports required by VACO, VISN offices, public affairs, other private or government organizations, and HCS Executive management. Provides technical and administrative supervision to the budget department staff (including TCF Interns, when applicable). Oversees the daily operation of the budget department, ensuring HCS policies and priorities are being followed in accordance with underlying concepts of Appropriations Law. Work Schedule: Monday - Friday, 7:30am to 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Minimum Qualifications: You may qualify based on your experience as described below: Specialized Experience: You must possess one (1) year of full time specialized experience equivalent to the GS-11 grade level. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position would demonstrate you possess the knowledge, skills and or abilities to perform the following which includes, but is not limed to: preparing an annual budget employing a wide scope of analytical devices that include analysis of historical patterns, cost benefit and trend analysis, operating accounts and salary projections; management of funds distribution from excess of ten appropriations; identifying ineffective or underperforming programs within the operating plan; preparing cost benefit analysis to aid in allocation or redistribution of funds; providing technical and administrative supervision to the budget department staff. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
