This position is located in the Department of Homeland Security, United States Coast Guard, DOL, Base Guam, in Santa Rita, Guam.
Duties
In this position, you will serve and perform duties as an Environmental Manager to administer the Federal, state and local environmental compliance and hazardous material management programs for environmental management, hazardous material management and compliance matters.

- The position requires a valid state driver and forklift license .
Qualifications
You qualify for the GS-11 grade level if you possess one of the following:
A. One year of specialized experience equivalent to a GS-09 in the federal service performing duties such as:
Developing program implementation and oversight guides, manuals, technical orders, processes, procedures, tools, messages and related program document.
Identifying and analyzing wastes, developing waste stream profiles, waste tracking (electronically and on hard copy), maintaining records, manifests, lab reports and quality control.
Inspecting or leading an inspection of various types of hazardous waste, hazardous waste storage and disposal facilities and evaluating operating practices.
Recommending improved procedures and cost-effective methods, identifying violations, preparing reports of findings and negotiation of projects.
Providing mandatory, procedural, technical and legal requirements procedures for environmental management hazardous material management and compliance matters.
Integrating environmental compliance requirements into operations, acquisitions, programs and projects and assisting organizations to understand execution deficiencies and identifying and implementing corrective measures.
Administering training to personnel on various aspects of environmental management and hazardous communication including proper handling, labeling and packaging of hazardous waste.
OR
B. Ph.D. or equivalent doctoral degree; OR
C. 3 full years of progressively higher level graduate education leading to such a degree; OR
D. LL.M., if related
Note: Equivalent combinations of education and experience may be qualifying.
