This position is located in the Performance and Compensation Management Center (PCMC), Human Capital Office (HCO). As a Human Capital Specialist, you will be responsible for developing, administering and evaluating compensation policy, programs, and projects.
Duties
As a Human Capital Specialist (Compensation), PT- 0201-3, your typical work assignments may include the following:
Developing, administering, coordinating and overseeing key programs related to compensation and/or performance management, with a focus on strengthening factors such as recruitment, performance and retention.
Carrying out complex studies and projects involving program development, evaluation, and/or operations including analysis of compensation levels and trends for various jobs across Federal, state, and local government.
Planning and coordinating intra-agency participation, assessing progress towards office and/or GAO goals, determining alternative courses of action, and administering and overseeing program implementation.
Conducting data analysis and evaluating to improve the efficiency and effectiveness of GAO's compensation programs.
Performing technical performance-based calculations and providing cost estimates to relevant stakeholders to project performance-based cost models for management review and decision-making.
Developing policies and business rules for the operation of GAO's performance-based compensation program.
Qualifications
You may qualify at the BAND PT-III level, if you fulfill the following qualification requirement:
Applicants must have at least one year (52 Weeks) of specialized experience equivalent to the GS-13 or NEXT LOWER BAND level equivalent to the PT-II, PE-IIA, CS-II in the federal service, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position.
Specialized experience is defined as experience (1) administering performance-based compensation and performance management programs for an agency; (2) applying data analysis and evaluation techniques and project management principles to evaluate the efficiency of Human Capital (HC) policies and programs; (3) providing authoritative advice and consultation to senior management officials and employees on complex issues related to compensation and performance management; (4) developing human capital policies and applying HC management concepts and principles to the oversight and administration of complex assignments related to HC functional areas and programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
