This position is located in the Department of Housing and Urban Development, Office of the Chief Administrative Officer.

Duties

As a Senior Advisor, you will: Plan, initiate, and conduct studies of proposed legislation to determine possible effects on HUD policies and programs, evaluate the content of new or modified legislation for projected impact upon agency programs and resources; and prepare reports and conclusions and provide recommendations and guidance on implementation strategies. Coordinate efforts with program offices in the development of policies and procedures needed to accomplish goals and objectives. Represent ASA at all strategic planning exercises and initiatives. Brief and recommend strategic plan objectives that are in the ASA's lines of business to ASA's senior leadership and writes performance objects that are aligned with the strategic vision of the ASA for the entire organization. Participate on review teams to assess the level and quality of services being provided to Field Offices and collaborate on corrective actions to resolve any problems identified. Monitor the development of such actions and keeps the Assistant Secretary fully apprised of progress.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: - Analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to resolve wide-ranging problems relating to administrative management matters.; AND - Communicating and partnering with key officials to analyze issues and develop plans for improved delivery services.; AND - Experience with a variety of written products, such as: correspondence, executive summaries and technical papers;. AND - Communicating analytical findings and making recommendations to external stakeholders or high level government officials Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
