About the Position: Serves as a program analyst and a technical programmatic expert with responsibility for the entire budget/programming process utilizing the current project management database and the full range of procedural and technical duties involved in the program development, defense, and execution phases for all projects within the Civil Works program.

Duties

Coordinates and works closely with technical project managers relative to the preparation, review and submission of a wide variety of program schedules and resource plans. Responsible for preparing correspondence to district elements and to higher authority to assure consistency relative to format, due dates, and budgetary/appropriation/ regulatory policies. Makes analysis to determine the accuracy of estimates and schedules to be used as a base for new programs and budgets in the current automated information system and current reporting system to be presented to Congress. Assists and advises all district personnel on their overall and detailed programming and budgetary responsibilities. Uses expertise to prepare scheduling adjustments and provides recommendations to the higher level leadership Advises all district elements on the requirement to initiate requests for major changes in the program and recommends such reprogramming actions as necessary in order to improve or optimize program performance and execution. Maintains records and monitors the progress of the Planning, Engineering, and Construction effort for assigned project work and prepares reports reflecting monthly status of funds for distribution to responsible personnel.
