This position is located in the Department of Technology Services (DTS), Systems Development and Support Office (SDSO), Software Infrastructure Division (SID), PACER Development Branch (PDB) in San Antonio, Texas.
Duties
The PACER Development Branch is responsible for developing, enhancing, and operating enabling components of the judiciary's Public Access to Court Electronic Records (PACER) system and the PACER Service Center (PSC) web site. The team provides tier-3 support for certain PACER related service desk issues. The incumbent of this position will report directly to the PACER Development Branch Chief.
The incumbent of this position will function as a Business/Test Analyst responsible for requirements gathering and analysis, solution design, and quality assurance. The position will work under minimal supervision with considerable latitude for the use of initiative and independent judgment.
Duties of the position include, but are not limited to:
Collaborating with stakeholders to identify, define, and document business needs and objectives, current operational procedures, problems, input and output requirements, and levels of systems access.
Analyzing project requirements to determine scope, affected teams, and milestones.
Reviewing, validating and preparing functional requirements/design/system description documentation packages, and modification requests.
Translating requirements into clear functional specifications.
Collaborating with project managers to develop and maintain project plans, work breakdown structure, project schedule, supporting plans, and other documentation required for successful project completion.
Utilizing Agile/Agile Kanban methodologies to develop formal project documentation.
Developing wireframes to visually depict the layout/flow of business requirements.
Liaising between end-users, analysts, consultants and developers in the analysis, design, configuration, testing and maintenance of enterprise systems with a goal of optimal operational performance.
Briefing management and stakeholders on the status of current and upcoming projects.
Tracking and fully documenting changes for functional and business specifications; writing universally understood procedures for permanent records.
Ensuring test plans are prepared and executed to ensure systems are not adversely impacted.
Testing new and existing functionality; performing integration testing of pre-release versions of applications, develops use cases and test cases, and working with developers/engineers and analysts to resolve problems.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in the following:
Requirements gathering and analysis, solution design; and
Quality assurance (experience must include testing new and existing functionality, performing integration testing, developing use cases and test cases, and preparing and executing test plans).
