This is a National Guard Title 32 Excepted position for a INTERNATIONAL PARTNERSHIP SPECIALIST, Position Description Number PDD2089000, and is part of the SC SC ANG HQ, South Carolina Air National Guard.
Duties
This position is located in an Army/Air National Guard joint organization. The purpose of this position is to plan, coordinate, and execute the State Partnership Program (SPP) activity initiative between the National Guard of a state and the partner nation or country. This position has overall responsibility for developing statewide plans, policies, and procedures for the participation in the National Guard State Partnership Program. Additionally, this position has responsibility for preparing training plans and providing staff level planning and assistance to ensure that required training and readiness objectives are achieved. Strong strategic communication skills a must. Experience cultivating lasting partnerships, navigating key leader protocol and planning/executing military/public events desired. This position requires military membership. It is designated for National Guard officer incumbency only. The incumbent provides subordinate guidance and team leadership to non-dual status and dual status employees. Incumbent plans, organizes, manages, and performs duties necessary to accomplish State Partnership Program functions in support of programs essential to state Army or Air National Guard daily and strategic operations, training, and readiness missions. The incumbent fosters an environment conducive to teaming among service providers and customers to meet state Air/Army National Guard requirements.
Work involves supervising or performing work requiring knowledge of (a) the basic processes of administration, (b) the principles and standard practices of management, and (c) the techniques of organization, direction, coordination, and control.
Requirements
- NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
Qualifications
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC):
Area of Consideration: This position is open to Area 1 Only.
Area 1: Current permanent employees of the South Carolina Air National Guard*
Area 2: Current members of the South Carolina Air National Guard
Area 3: Any individual eligible for membership in the South Carolina Air National Guard
*Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1.
MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: 2Lt/O1, 1Lt/O2, Capt/O3, Maj/O4
Military Requirements- Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS. Specific requirements are found in: references listed below, NGB Compatibility tables and your local Personnel section.
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
MINIMUM EXPERIENCE REQUIREMENTS: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE REQUIREMENTS: Strong strategic communication skills a must. Experience cultivating lasting partnerships, navigating key leader protocol and planning/executing military/public events desired. 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

1. Must be able to obtain and maintain the appropriate security clearance of the position.
2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
