The primary purpose of this position is to serve as a budget analyst within the Air Force Institute of Technology, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.
Duties
Performs budget formulation work involving review and preparation of annual funding needs for one or more future budget years for programs and projects in assigned departments.
Performs budget execution, financial management, and administration work involving the monitoring of obligations incurred and the actual expenditures of funds.
Provides advice, assistance, and guidance on budgeting and related financial management information.
Conducts analyses, reviews, and special studies of budget and/or related financial management information for assigned programs/organizations.
Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

- This is a Financial Management Level 1 certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include experience performing or advising on work in any of the phases of budget administration and experience applying budget-related laws, regulations, policies, precedents, methods, and techniques. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D. in a field directly related to the position which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: a combination of specialized experience and graduate level education in a field directly related to the position that has provided the knowledge, skills and abilities to perform the duties of this position. Only graduate level experience in excess of one year may be used to qualify based on a combination of education and experience. Note: You must submit a copy of official transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget to support the mission, structure, goals, work processes, and programs of support activities/organizations.
2. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks.
3. Skill in gathering, assembling, and analyzing source of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
4. Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds.
5. Ability to make oral presentations on the budget, and conduct budget-related training to a variety of audiences.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
