The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 673d Comptroller Squadron, Financial Operations Flight. The organizational location of this position is: Pacific Air Force Command (PACAF), 673d Air Base Wing (673 ABW), 673d Comptroller Squadron (673 CPTS), Financial Analysis (FMA), Joint Base Elmendorf-Richardson (JBER), Alaska.

Duties

Plans, organizes, and directs the activities of 673d Comptroller Squadron, Financial Operations Flight, ensuring that staff complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents 673d Comptroller Squadron with a variety of installation and functional area organizations. Performs Deputy Disbursing Officer (DDO) responsibilities. Serves as Supervisory and Functional Manager for all finance-related requirements of Joint Base Elmendorf Richardson Travel Card Program and the Civilian Payroll/ Timekeeping Program and serves as alternate point of contact. Serves as Supervisory and Functional Manager for all finance-related requirements of the 673 ABW DTS program.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Internal Candidates (current federal employees): I have at least one year of specialized experience equivalent to the GS-07 grade level or higher (or equivalent pay band) in the Federal service. Specialized experience includes working directly with the senior leadership to establish meaningful priorities among programs and optimizing resources. In addition to planning and scheduling work to be accomplished by subordinates, sets and adjusts short-term priorities; assigns work in consideration of employee skills and mission requirements; develops performance standards and rates subordinates' performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; and identifies and provides for employee training and development. Provides advice and recommendations for the purpose of selection of candidates for positions; recommends position structure changes; takes disciplinary actions and hears and resolves formal employee complaints and grievances as delegated by higher level management; and assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. External Candidates (non-federal employees): I have at least one year of specialized experience equivalent to the GS-08 grade level or higher (or equivalent pay band) in the Federal service. Specialized experience includes working directly with the senior leadership to establish meaningful priorities among programs and optimizing resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. Internal Candidates (current federal employees); one year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level and External Candidates (non-federal employees) ; one year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of disbursing policies and procedures over public funds; knowledge of financial/accounting procedures and financial information/automated data processing systems with understanding internal and document control methods; and knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors while emphasizing and initiating process change/improvements to streamline workflows/processes. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate, verbally and in writing, to develop and articulate Directorate programming/ customer service/execution of public funds requirements, changes, and impacts; and as needed to coordinate work and keep chain-of-command, coworkers and customers informed of work-related issues, developments, and statuses. Actively seeks and promotes diverse ideas and inputs while working well with and in groups, and with others to accomplish mission requirements. Analytical skills, utilizing large data and many sources (e.g., risk-analysis, root cause analysis, proportionality calculations), ability to provide quick and thorough review of data to make decision and inform leadership. Strong background and interest in financial systems (e.g., Centralized Disbursement System (CDS), DTS, CitiBank, Defense Joint Military Pay System (DJMS), Automated Time Attendance and Production System (ATAAPS), etc.), portal environment and thrive in fast moving environment with quick turn suspense's. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
