This position is located in the US Department of Agriculture, Departmental Administration (DA), Office of Human Resources Management, Human Resources Operations Division. The incumbent develops, implements and advises on employee benefits on compensation programs and issues for DA. Multiple selections may be made from this announcement.

Duties

Manages the Department of Labor’s (DOL) Office of Workers’ Compensation Program (OWCP) for Departmental Administration (DA) Staff. Manages the Voluntary Leave Transportation Program (VLTP) for Departmental Administration Staff. Reviews payroll systems for the usage of leave and other benefits under the VLTP. Serves as the WEBTA backup to aid personnel specialists on solutions to problems involving the full range of payroll problems that affect payroll systems. Ensures employees’ enrollment in benefits matches election made and/or transfer SF75 information. Benefits include verification of retirement system coverage, TSP, FEGLI, FEHB and service computation dates. Provide advisory service to management and employees in support of the Federal Employees Compensation Act (FECA) program, including assistance with complex or controversial claims. Advises and counsels supervisors, employees, and others to ensure accurate, complete, and timely processing of VLTP and benefits. Advises and counsels supervisors, employees, and others to ensure accurate, complete, and timely processing of Family and Medical Leave Act (FMLA) documents and benefits. Submits claims to DOL and assists in development of OWCP claims. Establishes mission area procedures and guides with respect to the program area. Maintains and oversees medical documents are held in compliance with Departmental regulations and Health Insurance Portability and Accountability Act (HIPPA). Duties described above are at the full performance GS-12 level. Duties for the lower grade levels are considered developmental.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filed. Minimum Requirements GS-09: Possess at least, one year of specialized experience at or equivalent to the GS-07 in the Federal Service that includes experience (1) Serving as a Department of Labor (DOL) OWCP eCOMP case management contact to request second opinions, calculation of leave buy back, Continuation-of-Pay, filing electronic forms such as CA-1, CA-2, CA-7, CA-7a and providing forms such as CA-16 and CA-20 to employees, reviewing case files and charge back costs to ensure they are appropriate; (2) Utilizing knowledge of various leave programs of the Office of Personnel Management (OPM) to assist employees and management; (3) Use of WEBTA or other timekeeping system for leave and OWCP purposes; (4) Processing Federal Employees Retirement System (FERS) data to include classification in the correct retirement system coding, determining service computation dates, reviewing electronic Official Personnel Files to calculate FERS retirement estimates and (5) Processing FEHB, FEGLI, TSP, LTC, Vision and dental programs and beneficiary forms in a timely manner in compliance with Office of Personnel Management. OR Completion of Masters or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Human Resources, Public Administration, Data Management, etc. (Must submit transcripts). GS-11: Possess atone year of specialized experience at or equivalent to the GS-09 in the Federal Service that includes experience handling (1) Serving as a Department of Labor (DOL) OWCP eCOMP case management contact to request second opinions, calculation of leave buy back, Continuation-of-Pay, filing electronic forms such as CA-1, CA-2, CA-7, CA-7a and providing forms such as CA-16 and CA-20 to employees, reviewing case files and charge back costs to ensure they are appropriate; (2) Utilizing knowledge of various leave programs of the Office of Personnel Management (OPM) to assist employees and management; (3) Use of WEBTA or other timekeeping system for leave and OWCP purposes; (4) Processing Federal Employees Retirement System (FERS) data to include classification in the correct retirement system coding, determining service computation dates, reviewing electronic Official Personnel Files to calculate FERS retirement estimates and (5) Processing FEHB, FEGLI, TSP, LTC, Vision and dental programs and beneficiary forms in a timely manner in compliance with Office of Personnel Management (6) Researches, interprets, and analyzes laws and regulations to resolve a variety of complex benefits and entitlements. OR Completion of a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher- level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Human Resources, Public Administration, Data Management, etc. (Must submit transcripts). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for specialized experience for the GS-09 and GS-11 levels as indicated above.
