The primary purpose of this position is to serve as a senior professional multidisciplinary engineer with project management, execution, and operational responsibility in assigned area(s). Considered the technical expert for the organization in general engineering assignments concerning the procurements in support of AETC Recruit, Train, Educate, Continuum of Learning, Force Development missions. Duties

Performs multidisciplinary professional engineering work involving the application of electronics, mechanical, aerospace, and/or other engineering disciplines to determine the business and technical needs of customers for acquiring services to sustain weapon systems, sub-systems, support systems, equipment items, or equivalent products necessary to accomplish the AETC Recruit, Train, Educate, Continuum of Learning, & Force Development missions. Functions as the organization's technical specialist and engineering advisor to tailor services acquired to sustain critical systems, support systems, equipment items or devices necessary to accomplish the AETC Recruit, Train, Educate, Continuum of Learning, Force Development missions. Performs complex and comprehensive analyses and uses systematic, disciplined, and quantifiable approaches to implement, develop, and document projects and to ascertain needed changes or modifications to production methods, procedures, and/or approaches necessary to accomplish the AETC Recruit, Train, Educate, Continuum of Learning, Force Development missions. Serves as a consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations.

  • A professional engineering degree at the bachelor’s level from an ABET accredited institution is highly desired.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The work requires the incumbent to obtain and maintain a secret security clearance.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). Work requires the appropriate APDP certification(s); i.e., Level 2 or 3 in an area such as (cont.)
  • Test and Evaluation (T and E); Systems Planning, Research, Development, and Engineering-Systems Engineering (SPRDE-SE); Systems Planning, Research, Development, and Engineering-Program Systems Engineer (SPRDE-PSE), or Program Management.
  • The incumbent is required to file an OGE 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, General Engineering Series 0801. BASIC REQUIREMENT: Education: Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts with your application. OR Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, Written Test, Specified Academic Courses, or Related Curriculum. NOTE: You must submit a copy of transcripts with your application. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Mastery of advanced multidisciplinary engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution, and advisory services; Extensive knowledge of advanced engineering concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve unique or novel problems, conditions, or issues; and significantly alter standard practices, processes, and known techniques; Expert knowledge in the principles of planning and program management to execute significant projects which represent an important segment of the agency's operating program; Knowledge of standard acquisition regulations, practices, and procedures; and other engineering disciplines to perform and execute a variety of complex engineering projects from conception to completion; Ability to analyze data and communicate results in oral and written presentations, provide consultative and expert advisory services, and assess the impact of new technology on current systems and processes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services. 2. Knowledge of development testing and evaluation sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment. 3. Knowledge of the principles of planning and project management; standard acquisition regulations, practices, and procedures; and other engineering disciplines used in support of sustainment, modification, and maintenance programs. 4. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches; to assess the impact of new technology on current systems and processes; and to gather, assemble, and analyze facts, form conclusions, devise and recommend solutions to problems. 5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
