As an Energy and Sustainability Program Specialist, you will work to execute M&V and EVSE programs and ensure energy and water savings are attained from energy savings, construction and performance-based contracts/projects in regional PBS’ portfolio.Location of position: Public Buildings Service, Facilities Management Division, in Region 7.Location to be determined at selection.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Work closely with regional program personnel to review, develop and decipher vendor Measurement & Verification (M&V), Performance Assurance (PA) and Electric Vehicle Supply Equipment (EVSE) plans, troubleshoot a diverse range of issues, projects, or concerns regarding M&V and EVSE that arise during contract performance; assists with developing actionable policy, process, and protocols to ensure energy and water project savings are met; and track M&V and EVSE requirements.
Responsible for the creation and delivery of high quality / high value performance reports that convey added value and analysis of cost reduction to contract specifications and/or guarantees to the government or its stakeholders. Responsibilities include the structure and grammar of the reports. Monitors building automation systems, HVAC equipment, lighting, AMI Metering and power generation equipment. Manages tools & processes that ensure timely collection and accurate data entry of facility trend data, utility bills or other monitored consumption sources for M&V and EVSE portfolios. Assists with energy audits, commissioning, retro-commissioning, and utility incentive programs.
Participates with water and utility companies on studies to plan, develop, and implement comprehensive water and energy efficiency projects. Participates in comprehensive investigations, evaluations, and inspections to develop improved building operation, maintenance and repair, and modernization procedures for reducing operating costs and energy consumption. Determines causes of high energy usage, analyzes possible methods of correction, and recommends equipment or operating changes as necessary to make the building more energy efficient, improve performance, and reduce operating costs. Assists in reviewing cost and other reported consumption data retrieved from the Utility systems in place such as; Energy Usage and Analysis System (EUAS) to evaluate effectiveness of operating plans, procedures and performance standards in the Energy and Sustainability Programs
Assists in the development of local reporting systems and energy efficient standards, as well as manuals, handbooks and other directives to implement improved energy conservation standards, policies, and procedures. Assists with the planning and conducting of formal training programs in the energy and water conservation discipline for use by field offices/service centers, staff offices, and craft personnel.

The GS-12 salary range starts at $86,962 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience providing support for an energy management program and services related to facility operations and project implementation. This experience must include interpreting and applying energy and water conservation laws/policies to achieve compliance with Federal, state and local requirements; assisting with identifying, managing, and implementing energy conservation measures; conducting energy audits; and conducting analysis of energy consumption/cost.
