Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico Outer-Continental Shelf (OCS) Region, Office of the Regional Director, Deputy Regional Director for Districts, Investigations, Environmental, and Enforcement (DIEE), Office of Enforcement in Jefferson, LA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Evaluate and review Civil Penalty cases with all evidence gathered from District Office/Regional Program Office investigative sources. 2. Utilize critical and analytical reasoning to determine whether the evidence provided in a civil penalty case file warrants prosecution for criminal violations which are determined to be knowing and willful. 3. Research, analyze, and review civil penalty cases submitted by district and program offices for the purpose of detecting trends in violations involving petroleum engineering (i.e. engineering designs, drilling methods, production process, etc.), which may constitute problem areas within oil and gas development in order to recommend possible focuses for future engineering reviews of drilling, production, workover, pipeline, and abandonment permits and plans, and potential for regulatory changes. 4. Work with the National Enforcement Program Manager, to develop and/or revise existing bureau policies to improve the civil penalty and enforcement program. 5. Provide support and coordinate with the Enforcement Coordinator, Office of Enforcement Chief, National Enforcement Program Manager, Department of the Interior Office of the Solicitor, and Office of Incident Investigation to develop training material to be presented to inspectors, engineers, for the District and Regional Program Offices to educate and improve on current inspection, evidence gathering, drilling production, permitting, investigation, policies and methodology. Work is primarily sedentary however occasional/infrequent field visits to on-shore production facilities or offshore installations are necessary. Field visits may require extended periods of walking, standing, bending, and climbing. No special physical demands are required. Work is typically performed in an office environment with occasional visits to offshore drilling and production facilities. During field visits some exposure to heavy equipment, chemicals and other potentially hazardous situations may occur. The employee is required to wear safety clothing, glasses, etc., and take other safety precautions to mitigate any dangerous exposure. Travel to offshore locations is by helicopter or boat. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit. Financial Disclosure: You will be required to file an Employment and Financial Interest-OGE-450 Salary Information GS-13: $119,502 - $155,357 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EENN-24-CM-191(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. Petroleum Engineering Series, 0881: Individual Occupational Requirements (1) Basic Educational Requirements: To be eligible for this position, you must meet either A or B below for the series to which you are applying. A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. GS-13 Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Applying professional theories, concepts, principles, and practices of petroleum engineering to promote personnel and environmental safety efforts through enforcement activities on the Outer Continental Shelf (OCS); 2) Evaluating and reviewing enforcement actions related to offshore operations to ensure compliance with laws, regulations, and operating procedures; 3) Conducting investigations and analysis, related to offshore enforcement, to determine appropriate and supportable assessments to prevent reoccurrence; AND 4) Writing evaluations, field reports, and/or assembly of administrative records of enforcement operations on the OCS. MUST MEET ALL.
