You will serve as a HUMAN RESOURCES SPECIALIST in the DIRECTOR HUMAN RESOURCES DIVISION, CIVILIAN PERSONNEL STAFF BRANCH of NAVSEA HQ FIELD SUPPORT.

Duties
You will design and conduct studies and analyses of Human Resources Programs. Identifying the most appropriate method to accomplish objectives based on broad program goals and desired outcomes.
You will prepare and present briefings to provide status updates, identify potential problem areas, and to present findings, recommendations, and results of studies, analyses, and special projects.
You will develop staffing guidance with Standard Operatizing Procedures (SOP), Internal Operation Procedures (IOP) and lead or assist leadership with conducting various studies in evaluation of the total command Recruitment and Placement program.
You will provide staff level advisory on significant position classification problems or issues. Respond to difficult issues involving complex, controversial or unusual situations characterized by their importance and precedent setting nature.
You will provide authoritative interpretation and instructions on laws, regulations, policies and procedures.
You will classify AcqDemo and GS positions, determining proper pay plan, title, series, and grade. Secure additional classification information and assists management in preparing supplemental classification documents.
You will assess, analyze, and evaluate the delivery of position classification and position management programs to serviced managers and supervisors and make recommendations for improving business operations, and in documenting business processes.
You will serve as staff advisor and consultant on the LMER program and work in concert with the general counsel office to develop, recommend, coordinate and implement command-wide policies and programs.
You will provide solutions to complex problems with command-wide impact dealing with a variety of labor and employee relations issues and attend union and management meetings when required.
You will serve as a member of management negotiating team, meeting with union negotiators to establish ground rules for negotiations.
You will serve as resident expert and staff advisor and consultant for the workforce development program and be responsible for the development and execution of a comprehensive command training and professional development program.
You will manage training administration systems to ensure data integrity and to provide comprehensive and reliable documentation and reporting of training measures and training costs.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector advising management on human resources (HR) programs or functions (e.g., classification, recruitment, placement, labor/employee relations, or human resources development) to ensure compliance with HR regulations.
