This position serves as the Medical Informatics Physician for the Phoenix Service Unit in the Division of Medical Services, under the Chief Medical Officer. The incumbent works with all health profession disciplines, clinical leaders, and tribal programs within the service unit on continuous improvements using the Electronic Health Record and other associated and related information systems.

Duties

Clinical Informatics: Evaluates, develops, and implements improvements to the clinical information systems, and proactively forecasts and researches new technologies. Develops and implements new systems, applications, information processes, and other improvements that assist medical staff to improve safety and quality of care, and meet regulatory compliance (including Meaningful Use, clinical reminders, iCare, dashboard, etc.) Promotes the use of information technology in the clinical setting, and educates medical staff and others on adoption of changing processes or new systems. Develops and leads training efforts for medical staff on use of new information systems. Analyzes and evaluates processes related to information flow. Acquires a comprehensive knowledge of the software involved to determine what procedural issues versus system/application deficiencies are. Direct Patient Care: Interviews and examines patients, reviews past medical history, and requests and/or performs diagnostic tests and examinations deemed necessary to obtain all possible information related to each case. Makes preliminary diagnosis, directs, prescribes, or provides treatment, manages for specialized care or patient referral as required. Bases decision upon information obtained, professional medical knowledge and skills, or prescribes policies and procedures. Gives total patient care including prevention, health maintenance, early diagnosis, treatment, and follow-up services to patients under his/her care.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): All physicians must meet all three of the following basic requirements: 1. Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates , a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. 2. Licensure: Must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. 3. Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. Graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications and Selective Placement Factor stated below. MINIMUM QUALIFICATIONS: Physicians must also meet the following requirements for the GS-15 grade level: Five (5) years of graduate training (e.g., residency and/or fellowship) in the specialty of the position to be filled or equivalent experience and training (e.g., work experience in the specialty after residency). SELECTIVE PLACEMENT FACTOR: In addition to the minimum requirements, the following certification AND fellowship or experience is determined to be essential to perform the duties and responsibilities of the particular position. Applicants who do not meet the selective placement factor are ineligible for further consideration. (Note: you must attach a copy of your certification and evidence of fellowship or experience.) Must possess a current board certification for his or her medical specialty. In addition, must demonstrate successful completion of an accredited Clinical Informatics fellowship or experience working in Clinical Informatics with Clinical Informatics practice time of at least 25% of a Full-Time Equivalent (FTE). Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements by the closing date of the announcement.
