The accounting function includes examining, verifying, and maintaining complex accounting transactions which involve several different programs and extensive subdivision of accounts. Serves as liaison between serviced organizations and higher headquarters. The procurement function purchases a broad range of equipment, commodities, and services through small purchases or bilateral purchase orders.
Duties
This position is located at the Fleet and Family Readiness Service Center, Business Operations Department. The primary purpose of the work is to provide technical expertise in accounting practices and supervise Accounting Technicians. Performs a full range of administrative and technical supervision for 8 to 10 Accounting Technicians.
Performs a full range of administrative and technical supervision for 8 to 10 Accounting Technicians. Ensures timely performance of unit work with satisfactory quality and quantity. Defines objectives and constraints and establishes priorities consistent with the needs of the accounting unit and the Quality of Life Support Office. Provides advice, counsel and instructions, and reviews the unit's work and accepts, amends or rejects it. Continually evaluates performance, approves leave, makes recommendations for selection for vacant positions, hears and resolves unit grievances or complaints, recommends discipline and awards, and initiates personnel actions. Plans and assigns work, usually by defining areas of cognizance, in relation to employees' abilities and assignment requirements, and meets with the staff to outline technical requirements and objectives, general methods of approach to be considered, limits to be observed, and any constraints. Conducts review and approval of technical correspondence and documents for clarity, compliance with policy, and general adequacy.
Promotes and administers management programs such as safety, recognition and awards and employee performance appraisals. Ensures that all subordinates receive full equal opportunity and treatment in placement, promotion, training, details, reassignments and related personnel actions. Initiates action in such areas as job and duty restructuring, assessment of training needs, and use of details to provide improved employment and advancement opportunities for subordinates, as deemed necessary. Full cooperation is provided in the investigation of any discrimination complaints to ensure proper, objective and expeditious action may be pursued.
Reviews and reconciles complex accounting transactions, including conducting research on specific types of transactions and determining best method to be used in resolving the issues. Verifies and validates summaries. Reviews reconciliation of subsidiary ledgers to general ledgers for accounts having a variety of transactions. Reviews financial documents ( e.g., work papers, balance sheets, financial statements, etc.). Reviews abstract data from reports/statements to reflect financial condition and operating results and data in the form of prescribed statements/reports. Analyzes and examines accounting data and accounts to resolve complex nonstandard transactions, complaints, or discrepancies. Reviews fund balances and maintained records ensuring funds are managed within allowable constraints. Prepares for, participates in, and responds to formal agency audits and inspections, ensuring regulatory compliance and adherence to ethical business practices and established guidelines for accounting practices. Works closely with the Branch Supervisor, Budget Technicians, Quality of Life Support Office (QOLSO) Director, other QOLSO departments heads and field activities to coordinate work, limit liability and directly impact efficiency of operations within Navy Northwest Region.

Qualifications
Requires an in-depth or broad knowledge of non-appropriated fund (NAF) accounting procedures and techniques to understand and work with a total accounting system which involves multiple programs that generate a large variety of transactions.
Two or more years of supervisory experience is desired. Ability to supervise employees ensuring satisfactory quality and quantity of work is performed and employees are trained to accomplish the work of their positions.
Skill in the use of automated system general ledger and subsidiary accounts in an account structure requiring a number of asset and liability control accounts and considerable subdivision of accounts. This skill must include knowledge of and ability to analyze the interrelationship of accounts that are affected by varied transactions to monitor accounts and knowledge of the interrelationships of accounts and the effect of debit and credit transactions on the overall system of ledgers.
Work must stand up to audit and inspection and demonstrate regulatory compliance.
Position requires skill in applying extensive and diverse accounting regulations, operations, and procedures. Also requires skill in the use of automated system general ledger and subsidiary accounts, as well as, skill in effective communication techniques, both oral and written.
Education
Bachelor's or Advanced degree in accounting, finance, business or other related area. Equivalent specialized experience may be substituted for education requirement.
