About the Position: You will support the Task Force Virgin Islands Puerto Rico (TF VIPR) community engagement & outreach efforts for the Civil Works, Military, Environmental, & Interagency and International Services (IIS) Programs/Projects within TF VIPR's Area of Responsibility in both internally with projects' vertical teams and externally by developing District outreach initiatives with current and prospective customers/partners/communities/stakeholders.

Duties

Support the District/Task Force VIPR Business Development Program (DBDP) Strategic Planner and District Project Managers in all District/Task Force VIPR Outreach efforts. Make initial contact with requestors, ensures follow-up, and provides outreach and communications to a diverse audience of stakeholders. Conduct studies and analyzes Task Force VIPR/District capabilities in support of internal and external customers and stakeholders. Analyze ways to improve communication systems for disseminating information about the Task Force VIPR’s programs/projects and coordinates with workforce managers in many echelons to integrate outreach activities. Prepare a variety of outreach products (correspondence, fact sheets, brochures, briefings, slide presentations, news articles/releases, reports, project placemats, maps, graphs, charts, etc.).

  • This position requires the incumbent to be bi-lingual in speaking/writing in Spanish and English.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-12 grade level, you must have: Specialized Experience: One year of specialized experience which includes performing community engagement and outreach support for the projects; applying analytical and evaluative methods and techniques to analyze community engagement needs and capabilities in support of internal and external customers, communities and stakeholders; developing/executing outreach initiatives to keep communities informed on the status and progress of the projects, and acquire new work opportunities; communicate with public and developing new methods, procedures and approaches in executing outreach initiatives; following environmental laws, legal principles and processes, agency regulations, policies, and techniques sufficient to ensure that work is in compliance with applicable standards and requirements; leading the development and implementation of communication and outreach plans and meetings with partners, communities and stakeholders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
