Duties

Coordinates assigned program activities to comply with the Administration's policies. Ensures that the views of the Director and Deputy Directors are represented and considered. Keeps the supervisor informed of day-to-day activities which may develop into problems of a controversial nature and which are likely to necessitate the issuance of policy directive or possibly a public statement. Performs personal contact public relations works, sometimes of an extremely delicate nature, requiring a high degree of fact and diplomacy with Members of Congress and their staffs. Assignments involve conferences with top level officials in the Bureau and the Department to develop needed information to coordinate policy positions to draft special materials for the White House. Conducts all necessary research and fully informs the supervisor of all facts when the need exists for the development of a new policy or a change in policy. Reviews proposed policy, regulations, or legislation, and develops effective operational relationships.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience with large scale program and policy assignments; project management, leading change, providing advice and guidance to management officials; experience evaluating and assessing program results, processes and environmental functions related to multiple use land planning; experience producing written materials and communicating orally with various audiences (i.e. Members of Congress, OMB, OPM, headquarters and field staff, federal organizations, and general public). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level.
