Duties
Regularly performs substantial technical research and analysis of complex and usual transactions involving TDY (temporary duty) and PCS (Permanent Change of Station) vouchers for both military and civilian travelers.
Determines and proves accuracy of adjustment to clear and close for payment finalization as well as accounting appropriations, document numbers and account processing codes (APC).
Reviews unique or complex problems encountered by lower graded accounting technicians in the reconciliation of complex or large groups of related accounts to include auditing claims entitlements and accounting information input in IATS.
Makes frequent and varied adjustments of accounts, and varying procedures on credits requiring extensive balancing and reconciliation of detail and summary accounts.
Reviews system problems and irregularities to supervisor and appropriate systems personnel, often with suggestions for improvement.
Researches with other senior technicians to resolve problem areas, concerns, etc. Provides functional data including spreadsheets showing travel payment data and pertinent details necessary to answer inquiries relative to individual travel claims.
Analyzing data using Excel, Access, VBA, SQL and problem solving. Maintaining travel pay reporting, troubleshooting and reporting system issues, becoming a system liaison, and compiling and analyzing data from multiple sources.

Qualifications
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience Defined As: Examining and maintaining accounts or financial ledgers; posting financial transactions; verifying entitlement documents; generating problem resolutions; preparing financial reports; reconciling accounts; and working with a variety of accounting and automated financial systems.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-06 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
