This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Plains Area (PA), Houston, TX.
In this position, you will provide leadership in the management of business functions in support of research programs at the location and work closely with the location's management team to efficiently and effectively carry out all administrative operations.
Duties
Participate as a full business partner with the location's management team in planning and coordinating the business management activities for the location.
Serve as the primary resource for assessing needs and develop business plans to meet the administrative operational requirements of the location.
Provide management advisory services and formulate and implement administrative management policies, procedures, operations, goals, and objectives.
Manage all phases of budget formulation, execution, and administration to include monitoring and reallocating funds; monitoring salary lapse and recommending uses for these monies.
Prepare reports; direct or conduct studies; recommend approval or disapproval of allotments and commitments.
Advise management officials regarding procedures, laws, regulations, and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, career development, and training.
Develop business plans to meet the administrative operational requirements of the location and develop contacts and networks to coordinate business activities.
Recommend financial accountability controls and operational procedures for organization's financial systems.
Keep employees informed of human resource rules, policies, regulations, and procedures and review requests for personnel actions to ensure compliance with regulatory guidelines.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Time in grade: Applicants must have one year at the next lower grade to be considered for the next higher grade.
GS-11
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:
Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with planning and coordinating the business management activities for an organization; preparing financial or budgetary reports; and assisting with implementing policies or procedures.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Related degrees may include Business, Business Management, or Business Administration.
OR
A combination of education and specialized experience.
GS-12
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience in planning and coordinating the business management activities for an organization; preparing financial or budgetary reports; implementing policies or procedures; and performing supervisory duties including training and managing employees in a workforce environment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
