This position is located in the United States Mint, Office of the Director, Office of the Chief Administrative Officer, Human Capital Directorate, Office of Human Resources, Workforce Relations Branch.
Duties
As a Human Resources Specialist (Employee and Labor Relations), you will:
Develop and review mission-critical documents such as agency responses to grievances, and other documents/correspondence that are subject to review by FLRA, OPM, attorneys, arbitrators, and union officials, etc.
Negotiate labor union contracts and agreements based on a thorough knowledge and understanding of Federal law, regulations, rules, and sound practice.
Design and conduct comprehensive labor-management relations and employee relations studies that provide an analysis of workforce conditions, emerging trends, and other labor-employee relations matters characterized by issues and boundaries that are extremely broad and difficult to determine in advance
Assist Workforce Branch Chief in employing change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes:
Independently performing AND leading a labor relations program administration, including guiding and advising managers on labor-management relations and employee relation issues, as well as interpreting and applying ER/LR related polices;
Providing guidance in the following areas: negotiations, conduct, performance, attendance and dispute resolution.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14 you must have been at the GS-13 level for 52 weeks.
