Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Resources Program Specialist. Duties

The selectee for this position will be responsible for supervising, organizing, coordinating, and directing the development, execution, and evaluation of programs involving planning water operations, environmental control, and land management for Reclamation projects located within the geographic area of the Provo Area Office. Major Duties include, but are not limited to: Performing supervisory duties for assigned staff. Developing and maintaining relationships with national level non-governmental groups, applicable industries, state governments, local governments, and organizations. Formulating programs for water rights, recreation management, repayment, contract administration, water resources planning activities, environmental compliance and commitment activities, water conservation, land classification, land and right-of-way activities, and public involvement activities assigned to the office. Developing long and short- range plans to execute organizational objectives and goals. Evaluating policy and program implementation and functions to ensure adherence to priorities, policies, laws, and regulations.

In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) mentoring or developing subordinate employees; (2) managing complex water, environmental, and/or lands issues; (3) creating and maintaining strong stakeholder and customer relations; and additionally meet at least (2) of the following: (1) planning and implementing programs; (2) managing cross functional project teams; or (3) project tracking and scope management. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 05/29/2024. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
