Duties
The primary duties of this position are:
Provide leadership and direction in accomplishment of the Provo Area Office missions.
Oversee and direct in-house engineering, natural resource management, and administrative functions of the Area Office.
Direct and coordinate assigned work through subordinate managers and supervisors.
Reclamation representative regarding the long-range planning and development, as well as on-going construction and program execution of the Central Utah Project (CUP).
Provide senior-level technical support and direction in implementing the policies and guidelines of the Program Director and/or of the Assistant Secretary of the Interior for Water and Science.
Manage Reclamation's support and involvement in the CUP program.
Anticipate major program needs and/or problems and based upon evolving circumstances; provides timely, effective, and highly creative advice and recommendations to senior Reclamation and Interior officials.
Lead and/or actively participate in planning sessions, workshops, meetings, and activities with other Federal and State agencies, local governments, organizations, groups, and individuals.
Qualifications

To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in the Federal service having demonstrated experience to successfully perform the duties of the position. Specialized experience is defined as experience officially managing and supervising employees and work activities in an organization with several organization segments in a large and complex technical natural resource organization/agency; either personally performing program management or professional engineering, natural resources or scientific work as it relates to one or more of the following major programs: water resources, water storage and distribution systems, land resources, environmental compliance activities, or recreation; and experience in dealing with representatives of federal, state, local, or tribal governments.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/12/2024.
