Duties
As an Acquisition Liaison Specialist, you will:
Serve as interface point between program customers and the Office of the Chief Procurement Officer (OCPO) during all phases of the acquisition process, but most support will be in the program requirements definition phase.
Coordinate with program customers and contracting managers/officers/specialists to ensure project milestones and dependencies are reflected in acquisition documents and plans. Assist in writing and coordinating performance criteria and requirements into sound/sufficient SOW or PWS. Assist in developing policies, plans, and instructions to ensure the most efficient and economical use of resources. Apply knowledge of Performance Based Services Acquisition concepts in assisting to move clients to more performance based acquisition. Ensures requirements reflect that no personal services or inherently governmental functions are contracted for.
Outline policies, program requirements, objectives, and resource limitations. Exercise independent judgment in planning, organizing, and directing the contractual aspects of assigned programs within these constraints. Performance is evaluated for attainment of program objectives, compliance with prescribed policies, satisfaction of technical requirements and efficient functioning of the organization.
Use acquisition management systems and develops templates as necessary to perform job requirements.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Performing a wide variety of collaborative pre-award and post-award activities that involve awarding various types of federal or commercial contracts or similar experience awarding and administering contracts in private industry; AND
- Experience that includes partnership with program clients which require a working knowledge of procurement policies and procedures, providing professional contractual experience in development of Performance Work Statements, Statement of Work, Independent Government Cost Estimates, and Acquisition Plans in Departmental organizations and programs; AND
- Awarding and administering various types of contracts you have executed and administered in performing activities such as acquisition planning, RFP solicitation creation, contract negotiation/award, during pre and post-award; AND
- Working with Departmental personnel and other government agencies, or private sector executives, in contract pre-award, and administration working directly with them in development of their contractual documents.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
