You will serve as a General Engineer in the Facility Management Division, Public Works Department Pensacola, of Naval Facilities Engineering Systems Command (NAVFAC) Southeast. Duties

You will manage project planning, project schedules, technical guidance, coordination, and budget requirements for facility renovation and projects. You will review designs of construction projects for compliance with criteria, standards, and regulatory requirements. You will facilitate the resolution of unique project issues through planning, design, and construction. You will develop statements of work, independent government estimates, and project specifications for facility repair and renovation projects.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Using computer programs (MS Office Outlook, Excel, Word, government Single Platform MAXIMO (SPM), E-Projects, and navigating NAVFAC shared drives to locate Hurricane Sally RFP packages; 2) Working with an Infrastructure Condition Assessment Program (ICAP), grading of facility components and systems and data entry into Maximo or a similar software system; 3) Generating Work Orders and generating and updating/maintaining reports from SPM i.e. Production and Cognos reports; 4) Working with Maintenance Execution Plans (MEP), Maintenance Action Plans (MAP) Long Range Maintenance Plans (LRMP) and funding constraints to schedule and track projects with PW Shops and contracting office (Facilities Engineering Acquisition Department - FEAD); and 5) Applying an understanding of Scope of Work (SOW) packages, including the scope of work and Independent Government Estimate (IGE) (must locate materials, labor hours and equipment information). Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

A) Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B) Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. C) Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. D) Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). E) Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
