About the Position: The incumbent will serve as a Lead Accountant for the Resources and Analysis Directorate in the Financial Management and Comptroller Division in Miami, Florida.

Duties

Conduct formal joint review(s) for analyses with budget analysts to determine status of funds. Identify the effectiveness and/or efficiency of accounting operations throughout the organization. Assign work based on priority to ensure organizational deadlines are met. Generate reports using multiple financial web-based applications to compare historical funding information to current financial situations. As a DoD (Department of Defense) Accounting SME (Subject Matter Expert) audit financial transactions to ensure compliance with regulatory policies and procedures. Lead accounting operations for US SOUTHERN COMMAND for the HQ (Headquarters) and throughout the region and security cooperation offices.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a SECRET security clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Occupant of the position is limited to the return of former incumbent with statutory return rights under 10 USC Section 1586.

You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Lead Accountant must be met first: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1). Reconcile a variety of incoming and outgoing financial documents to resolve a variety of problems related to the overall financial management systems; 2). Prepare a variety of incoming and outgoing trial balance and general ledger reports and legacy financial management accounting reports to monitor for analysis and reconciliation to identify complex problems; 3). Make recommendations regarding financial management systems to meet requirements and resolve problems through reconciliation of financial statements annotating full disclosure regarding debit and credit transactions; 4). Review organizational performance assessments to provide recommendations for improvement; and 5). Analyze accounting procedures to manage internal controls ensuring regulatory compliance throughout the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above). You will be evaluated on the basis of your level of competency in the following areas: Concepts, Policies and Principles of AccountingFinancial Management SystemsManaging Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
