About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), Information Technology Laboratory (ITL). This position may be filled at either the Development DJ-02 or the Full Performance Level DJ-03.

Duties

Coordination of appropriate clearances for lab personnel (Contractor’s and Government). Track personnel data pertaining to training and security clearances for the lab Prepare spread sheets and charts for ongoing projects and programs. Track personnel data pertaining to training, security clearances along the documents for the safes, rooms and vaults for the lab. Prepare and review contractual purchase requests, procurement acquisition requests, requests for service contracts, government orders, labor authorizations, in-house purchase requests, and various support agreements. Make sure all job sites are safe from hazards. Safety is Job one! Plan, Prevent and Protect the workforce. Complete the Position Hazard Analysis (PHA). Make sure personal protective and safety equipment (PPE) is available for personnel. Make sure all job sites/offices are safe form hazards. Serve as a government purchase card (GPC) holder, and contracting officer representative (COR). Review the lab's security plan annually. Perform other duties as assigned.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages. Specialized Experience DJ-3 Level: One year of specialized experience which includes experience monitoring funding and expenditures; gathering and analyzing data from automated financial systems; processing procurement acquisition requests; and preparing spreadsheets, presentations and reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service DJ-02 (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Project Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementFinancial SystemsWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent DJ-1 (GS-4) or DJ-2 (GS-10).This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-0301-02 (equivalent to GS-05 to GS-10) target to the DJ-0301-03 (equivalent to GS-11 to 12) level. If selected at the DJ-0301-02 level, you have the potential to be non-competitively promoted to the DJ-0301-03 level based on successful performance in the position. In accordance with the Federal Register Vol.63, No. 57, dated March 25, 1998, and employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume.
