This position is located in the Agricultural Marketing Service, Livestock and Poultry Program, Operations and Planning Division, Administrative Branch. The Administrative Branch is responsible for coordinating all resource needs for organizational activities related to the Livestock and Poultry (L&P) Program.

Duties

The duties may include, but are not limited to: Participates with the Division Director in formulating, establishing, and implementing policies, plans and programs of the Livestock and Poultry Program, Administrative Branch. Represents the program and division in meetings, committees and panels. Assists in the coordination of the training programs for supervisors and other staff. Evaluates performance of subordinate employees and recommends corrective actions, as necessary. Establishes guidelines and performance expectations for staff members that are clearly communicated through the formal employee performance management system. Provides ongoing technical advice to Program staff on a wide range of administrative, policy, employment, personnel, program, and other issues.

  • Successful completion of one year probationary period, unless previously served.
  • Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

  • The work is primarily sedentary, although some slight physical effort may be required. Travel may be required to conduct administrative audits and to visit field locations and work sites.
  • Work is typically performed in a typical office setting.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Leading a team or project; to include gaining cooperation from others to obtain information and accomplish goals. Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Leading and developing a team of professionals including experience balancing workload, conducting performance reviews, identifying issues, and maintaining a high level of customer service. Providing written and oral communications to executive level leadership and stakeholders. Develop processes and procedures for administering program services, guidelines and procedures, and automate work processes for the conduct of administrative support functions or program operations. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
