Qualifications
To qualify for the GS-12 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-11 level defined as performing beginning-to-end contract management tasks; and analyzing program operations to prepare recommendations to management on efficiency and effectiveness.
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as managing the execution of contracts and interagency agreements; providing training to others on extramural management tasks; and analyzing program operations to increase efficiency and effectiveness.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Skill in contract management.
Knowledge of procurement and acquisition principles, processes, and regulations.
Ability to coordinate program funding actions.
Skill in written communication.
Skill in preparing and managing of grants, fellowships and interagency agreements (IAs).
Skill in oral communication.
Ability to manage agreements, patents, and related FTTA vehicles.
Ability to provide guidance in extramural and procurement management to stakeholders.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
