Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Gulf of Mexico Outer Continental Shelf (OCS) Region, Office of the Regional Director/Deputy Director for Production, Regional Field Operations, Technical Assessment Section in Jefferson, LA.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Conducts reviews to assure the technical adequacy of floating production systems, redundant barrier philosophy, the fit for purpose of intricate subsea infrastructure, the design, and operation of complex safety systems, and the determination of the adequacy of pollution control devices.
2. Oversees and personally conducts in depth technical reviews of safety and operational aspects of Deepwater Operations Plans (DWOPs) and new technology submittals for New, Non-Standard or Non-Conventional Technology (NT-DWOPs).
3. Processes industry submitted documents; facilitates and consolidates staff reviews; and prepares written recommendations for approval or disapproval.
4. Serves as technical expert on proven oil field engineering concepts and practices of a broad complex nature to plan and conduct advanced and/or specialized work.
5. Serves as the primary technical expert for the Section's programs, functions, and procedures as related to drilling and production engineering.
Work is primarily sedentary however occasional or infrequent field visits to onshore production facilities or offshore installations are necessary. Field visits may require extended periods of walking, standing, bending, and climbing.
Work is performed in an office environment with occasional/infrequent field visits to onshore production facilities or offshore installations. During field visits some exposure to heavy equipment, chemicals and other potentially hazardous situations may occur. The employee is required to wear safety clothing, glasses, etc., and take safety precautions to mitigate any dangerous exposure.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information
GS-13: $119,502 - $155,357 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.

(1) Basic Educational Requirements:
To be eligible for this position, you must meet either A or B below for the series to which you are applying.
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Specified academic courses

In addition to meeting the Basic Educational Qualification requirements, applicants must meet the Specialized Experience for the grade to which you are applying.
GS-13 Specialized Experience:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) Participating in or supporting Subsea Well Drilling, Subsea Well Completion, or Subsea Well Intervention as part of a Deepwater or drilling completion campaign; OR
2) Participating in or supporting the selection, design, installation, commissioning, or startup of subsea production systems associated with a Deepwater installation project and supporting the project from a component standpoint (design jumper or review); OR
3) Participating in or supporting Subsea production control systems activities, such as designing, installing, commissioning, or startup of Deepwater pipelines and/or riser systems; OR
4) Designing, installing, commissioning, or participating in the startup of Deepwater floating facilities.
