The primary purpose of this position is to provide overall administrative program execution and oversight in order to support the mission and people of AF/A5A/A57 Air Force Warfighting Integration Capability. The incumbent will provide budget and resource support and manage contractor resources working in AFWIC.

Duties

Develop and manage strategic communications plan for A5A/A57 engagements internal to the Air Force and Department of Defense, as well as to external key organizations and agencies in the federal government, private industry, and international partners. Integrate efforts and messaging across the divisions within A5A/A57 in support of the overall strategic communications vision. Respond to taskers originating from CSAF/SecAF, VCSAF/USecAF, Joint Staff, OSD, and Congress regarding future force design, capability development, future concepts, and AFWIC-led cross-functional teams. Maintain online/digital AFWIC presence.

  • This is a drug testing designated position. The incumbent is subject to random drug testing for drug use.
  • Incumbent must be able to obtain and maintain a Top-Secret clearance with Sensitive Compartmented Information (SCI) access, based upon a Single Scoped Background Investigation.
  • Position may include additional program security requirements in order to fully perform the duties and responsibilities of position. If so, must be willing to submit to a Counter Intelligence Polygraph and mandatory drug test.
  • Position designated as Key. Duties are essential to the accomplishment of wartime/contingency operations. Incumbents must be removed from their military recall status if alternatives for filling the position during emergency are not available.
  • This is a TEMPORARY position, not to exceed 12 months.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, 0301 Series. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes : Applying the principles, methods, practices and techniques of communication; strategic planning principles and practices; and effective business practices that enable the employee to function as the organization's technical authority on strategic initiatives, communications goals and objectives; Implementation of military command structure, missions, programs, and organizational relationship coupled with a mastery of advanced management and organizational principles and practices to develop sound strategic communications plan and execution; Utilization of Adobe and Microsoft Office suite of tools in order to effectively produce and edit documents, briefings, etc. in the performance of duties to include online/digital tools like social media applications, webpage design, and Sharepoint management. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to communicate effectively, both orally and in writing in order to articulate and advocate Air Force positions and condense technical input into layman's terms without altering basic content; skill in preparing staff packages and briefings, conveying ideas, and formulating strategy. Ability to plan and conduct executive level meetings with other AF members, Services, Joint Staff, OSD and foreign military organizations. Ability to establish and maintain effective working relationships with a variety of individuals and organizations to include presenting information and decisions in briefings, reports and other materials. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of strategic plans and procedures for conducting major operations such as war, military operations other than war, mobilization, deployment. A comprehensive knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBE process supports them. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
