Primary purpose is to exercise 2nd level supervisory authorities over the Community Services Flight activities in the Force Support Squadron by providing operational focus/direction of the flight to include, but not limited to, outdoor recreation, golf course, arts and crafts center, club and community programs, bowling center, car wash, and embedded snack bar operations.

Duties

Exercises technical and administrative supervisory personnel management responsibilities for 25% or more of the time. Directs, coordinates, and oversees work through subordinate supervisors/leads. Advises staff regarding policies, procedures, and directives of higher level management or headquarters. Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory/lead positions taking into consideration skills and qualifications, and mission requirements. Plans, organizes, and oversees the activities of the Community Services Flight. Develops goals and objectives that integrate organization and Community Services Flight objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Establishes, defines, and implements requirements for community service programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements. Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements. Keeps senior management informed of progress of programs and advises of any significant developments that may impact plan Represents the Force Support Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, squadron commanders, and representatives from other military services, Department of Defense (DoD) agencies, and related civilian organizations regarding services provided.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Business and Industry, 1101 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at at the next lower broadband (NH-02), equivalent to the next to lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience must include knowledge of management oversite in business operations policies, procedures, methods, and publicity techniques within one or more of the following areas: military recreation, base morale, welfare, and recreation business operations, food and beverage operations, and/or community wide event planning to evaluate strengths or weaknesses and develop/revise programs to meet goals and promote patronage. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of business operations policies, procedures, methods, and publicity techniques within one or more of the following areas: military recreation; base morale, welfare, and recreation business operations; food and beverage operations; and/or community wide event planning to evaluate strengths or weaknesses and develop/revise programs to meet goals and promote patronage. 2. Knowledge of financial, budget, resource management practices and principles, and analytical and evaluative methods and techniques. 3. Knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent. 4. Skill in effectively organizing and utilizing community resources within the program framework to augment the program to meet installation objectives. 5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to utilize AoP concepts and principles to analyze, plan, and adjust work operations to meet unit requirements and objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
