You will serve as a INTERDISCIPLINARY/MECHANICAL / GENERAL/ ELECTRICAL / ELECTRONICS ENGINEER / NAVAL ARCHITECT in the Engineering Department (N7), Engineering Business Analytics and Policy Office (N7XB) of MILITARY SEALIFT COMMAND.
Duties
You will execute a wide range of technical and engineering studies and economic analyses for N7 Engineering Ashore involving cross program issues affecting all or individual vessel classes.
You will prepare engineering policies and procedures to meet COMSC objectives, and the needs of the N7 Engineering Department.
You will follow MSC Quality management system policies and procedures required to implement, support and standardize MSC policies and procedures for ship maintenance, repair, alteration, inspection and related matters.
You will develop workflows and products using currently authorized NMCI software, including use of NMCI Flankspeeds’ Microsoft Teams, SharePoint online, and Microsoft Office Suite.
You will maintain liaison with other departments within MSC for MSC quality management system policies and with outside activity technical personnel including regulatory agencies and marine classification societies.
You will represent N7 on MSC committees and at meetings.
You will propose and implement MSC quality management system process improvements.
You will support the N7 Engineering Department’s IRMA Unit Manager ensuring compliance with MSC Integrated Risk Management Programs, including internal/external assessments, compliance audits, and developing annual statements of certification.
You will determine the leading indicators and inefficiencies by providing policy, direction, technical expertise, and quality assurance analysis on program management, type desk support, and shipboard performance.
You will develop workflows and products using currently authorized NMCI software, including use of NMCI Flankspeed’s Microsoft Teams, SharePoint online, and Microsoft Office Suite.
You will review MSC N7 Engineering Department Departures from Specification(s), and Notices.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Overtime may be required.
Qualifications
For GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Extensive knowledge in commercial and naval maritime practices and operations. In-depth understanding of various marine shipboard systems.
Experience analyzing management information needs and developing appropriate solutions through policy.
Experience organizing and presenting technical data to senior leadership using creative and innovative presentations.
Experience reviewing and evaluating work of engineers ashore and onboard vessels to add value to policy changes, based on engineering knowledge of fleet wide problems.
Experience developing engineering policies and procedures to support maintenance management systems, including MSC's shipboard automated maintenance management system (SAMM).
Experience evaluating and interpreting applicable codes, guidelines and standards issued by the Department of the Navy, international and domestic regulatory bodies, classifications societies and maritime industry organizations to ensure compliance for MSC Ships. Knowledge of MSC Engineering Technical Authority Policies, Departures from Specification(s), Class Notices, and Safety Notices.
Experience with maintaining or developing Microsoft Teams and SharePoint online websites. Experience implementing process improvement initiatives.
Experience with supporting a Manager's Internal Control or Integrated Risk Management programs. Knowledge of the MSC International Safety Management - Safety Management System (ISM-SMS).

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Basic Education Requirements:
- Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
- Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
