About the Position: This position is for an Equal Employment Specialist GS-0260-11 within USACE Tulsa District. The Equal Employment Specialist is responsible for administering Equal Employment Opportunity (EEO) Program for the Army Corps of engineers Tulsa District. The duty location is Tulsa, OK.

Duties

Evaluating and preparing reports on the effectiveness of the District's Special Emphasis Programs. Counseling and advising employees and applicants who believe they are being discriminated against. Assisting leadership in investigating and informally negotiating with complainant to effect resolution of complaint. Participating in the development and review of all District policy to overcome under representation of women and minorities. Representing Tulsa District in contacts with community elements interested in civil rights/equal opportunity topics/issues. Developing and participating in the presentation of training for managers, supervisors and employees.

Specialized Experience: One year of specialized experience which includes 1) Tracking data received from employees claiming discrimination; AND 2) Promoting equal opportunity objectives through advising or training employees or managers on equal opportunity rights; AND 3) Developing presentations for an organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: employment law. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Analysis and ResearchCommunicationsInfluencing/NegotiatingReporting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
