The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Data and Partnership Interoperability.
Duties
The IC CDO requires a strong, senior officer with entrepreneurial spirit to launch IC Data Operations-a new group focused on driving the IC's data architecture and use of advanced methods and technologies such as Zero Trust, AI/ML, and quantum, to enable critical insights from IC data.
Qualifications
Mandatory Requirements:
Perform personnel management responsibilities with a focus on building a high-performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.
Represent the DNI or Office on-related fora and conduct ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, United States Government, and oversight organizations (e.g., Congress and OMB), as needed, to meet mission objectives.

Promote a "One IC" culture that values diversity across organizational boundaries to accomplish a common mission. Desired Requirements:
Work or educational background in data science, data engineering, AI engineering, statistics, economics, mathematics, computer science or related disciplines strongly desired.
Outstanding interpersonal and negotiation skills, and the ability to build consensus, work effectively, and independently exert influence to major stakeholders.
Superior oral and written communication skills, including the ability to clearly convey complex information and technical data to all levels of management.
